21-48-16/17 advertisement; 21-47-18 judicial (Donovan). No pre-escheat fee cap or non-attorney bar found. 21-48-25 is purchaser vesting, not a 1-yr surplus bar. Unclaimed clerk funds → 43-41B-14.

Treasurer holds tax-deed-sale surplus and must return it to the prior owner of record (10-25-39). Administrative claim at the county; no redemption required to claim surplus.
Deadline: If prior owner not found in 180 days, surplus remits to Unclaimed Property (10-25-39); still claimable from Treasurer.
Post-Tyler: HB 1090 (2024) + SB 90 (2025) rewrote 10-25-39 and require auction of tax-deeded land within 1 yr (10-25-39.1/.2). No fee cap found. Redeem before tax deed (10-24); surplus is after the later sale.
